South African consular services in the UAE

How South African residents in Dubai and Abu Dhabi handle passport renewal, ID applications, and document authentication through VFS Global and their two UAE missions.

Use this guide when a South African passport, ID, or official document needs to move through the right office in the UAE. It covers which mission to use, how passport and ID applications now run through VFS Global, what fees and processing times to expect, and how to get a South African document ready for use here.

Which office to use

South Africa runs two missions in the UAE: the Consulate-General in Dubai and the Embassy in Abu Dhabi. The Dubai consulate is on the third floor of the New Sharaf Building on Khalid bin Al Waleed Street in Bur Dubai. The Abu Dhabi embassy sits in the Al Mushrif area, at the corner of Jabal Al Marfa Street and Al Niwayi Street. Both keep counter hours Sunday to Thursday, 8am to 3pm, with most consular services now requiring an appointment.

An estimated 100,000 South Africans live in the UAE, with around half of that number in Dubai alone, according to diaspora population estimates. The community is old enough to have built its own institutions — Scholars International Academy has taught Afrikaans classes to South African children in Dubai since 2007, and a South African Women's Association and an Afrikaans-language church both operate in the city.

UAE immigration matters — your visa, Emirates ID sponsorship, or work permit — stay with UAE authorities either way; neither South African mission touches those.

Passports, IDs and civil registration now go through VFS Global

Since July 2025, VFS Global has run passport, ID, and civil-registration applications for South Africans in the UAE from its centre in Wafi Mall, Dubai — the sole outsourced partner for South Africa's Department of Home Affairs in the country, Khaleej Times reported. Most South Africans no longer need to visit the consulate directly for a routine passport or ID request; the Abu Dhabi embassy still accepts applications directly for those closer to the capital.

At the VFS centre, applicants book an appointment online, bring the required documents, complete biometric enrolment on the day, and pay the applicable fees before tracking the application online with a reference number. The Dubai consulate itself still handles first-time ID applications, birth registration within 30 days of a child's birth, and diplomatic-passport visa applications directly.

Fees and processing times

A South African passport applied for outside the country costs more than one applied for at home. The 32-page ordinary passport costs 1,200 South African rand (R1,200) from a mission or VFS centre abroad, and the 48-page maxi passport costs R2,400 — both roughly double the in-country fee, a gap set by a 2022 fee revision that remains in force in 2026. The Department of Home Affairs advises a minimum of eight to ten weeks' processing from the date of submission, and recommends applying at least 12 months before the current passport expires.

A first-time Smart ID card is free, and some UAE missions can capture the biometric data on-site rather than requiring a trip home for it. Bring your current or expired passport, a passport photo, and proof of identity as a starting point — expect the VFS centre or mission to ask for more depending on the specific application.

Getting a South African document ready for UAE use

A birth certificate, academic transcript, or other South African-issued paper usually needs formal authentication before a UAE employer, bank, school, or government office will accept it. The document is authenticated in South Africa first, then the UAE Ministry of Foreign Affairs completes a final attestation once it reaches the UAE. The Ministry's own service page describes a faster digital-attestation route for eligible UAE-issued documents, completed within two hours during working hours; a document issued outside the UAE follows the ordinary, slower attestation route instead.

Ask the UAE organisation that will actually receive the document what it wants first — requirements differ by employer, bank, or authority, and that specific checklist matters more than a generic guide.

Other consular services

Beyond passports and document authentication, both missions offer a police clearance fingerprinting service — useful for a UAE employer or immigration application that asks for a South African criminal-record check — plus civil registration of a marriage or death that happened in the UAE, and processing for South Africans applying to retain or resume citizenship after taking on another nationality. A birth that happens in the UAE to South African parents needs to be registered with the mission within 30 days, the same deadline the Dubai consulate applies to first-time birth registration generally.

Lost passports and where to get help

If a South African passport is lost, stolen, or damaged, report it to UAE police first, then contact the nearest mission or VFS centre with the police report in hand; an Emergency Travel Certificate can cover a single trip home while a full replacement is processed. Book any onward travel only once the emergency document is actually issued, not while the application is merely pending.

Start with the Consulate-General in Dubai or the Embassy in Abu Dhabi for anything the VFS centre can't resolve, and register with the mission if you haven't already — it makes it easier for the mission to reach South African nationals in an emergency.

Be cautious of typing centres or agents who promise a guaranteed same-day appointment or a special fast-track fee — VFS Global and the two missions are the only channels that actually move an application forward. Never hand over an original passport unless the process requires it and you have a receipt for it. Confirm the current fee list, required documents, and appointment system directly with VFS Global or the mission before you travel there, since a checklist can change while an old search result stays exactly the same.
