Adopting a pet in Dubai, explained

Where to adopt a rescue dog or cat, what it actually costs, and how Dubai Municipality's new Warsan shelter and online portal change the process.

Adopting a dog or cat in Dubai usually costs a few hundred to under three thousand dirhams and can be done in a single visit. Several long-running rescues place hundreds of animals a year, and Dubai Municipality opened its own adoption centre and online portal on 26 July 2026, alongside the volunteer-run shelters that have been doing this work since 1989.

Where to adopt

K9 Friends is Dubai's oldest dog rescue, started in 1989 by a group of 12 friends and still running on volunteers and donations. It operates a purpose-built shelter in Jebel Ali Industrial Area, is usually at full capacity with around 120 dogs in its care, and keeps a waiting list of roughly 80 more. Since it began, the organization has rehomed more than 7,900 dogs. Visits are appointment-only, Monday to Thursday, 9 am to 1 pm — call ahead rather than showing up.

Stray Dogs Center is the largest dog shelter in the UAE, caring for over 1,700 rescue dogs at any time from its base in Umm Al Quwain, with rescue operations reaching across the other emirates. Founded in 2013 and licensed by the federal Ministry of Climate Change and Environment, it has rehomed more than 6,600 dogs since it started.

Feline Friends handles cat and kitten rescue and works entirely through foster homes — it has no shelter of its own, so every cat waiting for adoption is already living in someone's spare room. Adoption events and available cats are usually posted on its own site and social channels.

If you're not looking to bring an animal home but still want to help a community cat colony near your building, that's a separate track: Dubai Municipality's new shelter runs trap-neuter-return and trap-neuter-vaccinate-return programs, which sterilize and vaccinate street cats before releasing them back to where they were found, rather than rehoming them. It's a population-control measure, not an adoption path, but shelters can point you to the nearest program if a colony needs it.

What it actually costs

None of this is free, but the fee is closer to a discount than a price tag — it covers vaccinations, microchipping, and neutering that would otherwise run into the thousands at a private clinic.

K9 Friends' fee is higher for puppies under 12 months and for pure or designer breeds, and lower for an adult mixed-breed dog. Stray Dogs Center charges one flat fee regardless of age or breed.

The process, step by step

1. Contact the shelter first. K9 Friends and Stray Dogs Center both work by appointment or application, not walk-ins.
2. Meet the animal in person. Bring every family member and any current pets — a mismatch here is the most common reason a first match doesn't work out.
3. Show proof you can keep the animal. Apartment renters need written permission from their landlord; K9 Friends also asks that adopters be 21 or older and own or lease their home. The paperwork asks the human for references. The dog isn't asked for any.
4. Clear the trial period, where one applies. Stray Dogs Center runs a one-week trial for puppies and two weeks for adult dogs before the adoption is final.
5. Pay the fee and sign the adoption agreement. Younger puppies may go home under a signed neutering agreement instead of an immediate procedure.
6. Register the pet with Dubai Municipality. This is the same annual registration step required for an imported pet, and it applies however the animal arrived.

Dubai's new municipal shelter and adoption portal

Dubai Municipality opened an integrated Animal Welfare Shelter at the Birds and Pets Market in Warsan on 26 July 2026, alongside a new online adoption platform. The site lists each animal's health and behavioural profile before a resident applies — the closest Dubai's rescue scene gets to a dating profile.

The shelter includes a customer happiness centre, a pre-adoption viewing area with interactive adoption rooms, a fully equipped veterinary clinic, a surgical operating theatre, a pet grooming unit, and a lost-pet reunification section. Dubai Municipality has signed agreements with Vets Fur Pets Veterinary Clinic and Phoenix Veterinary Clinic to support the shelter's veterinary work.

"The opening of the integrated pet shelter marks an important step in Dubai Municipality's development of public health and veterinary services," said Dr Naseem Mohammed Rafei, acting chief executive of the Environment, Health and Safety Agency at Dubai Municipality.

In the first half of 2026, Dubai Municipality helped 298 animals find new families, treated and rehabilitated 2,274 stray animals, administered 6,585 vaccinations, and registered 4,100 pets — part of nearly 183,700 veterinary services delivered across the emirate in that period.

Apply through the Municipality's own portal at hub.dm.gov.ae rather than a third-party listing site.

Fostering, if you're not ready to commit

Stray Dogs Center and Feline Friends both run foster programs for residents who want to help without a permanent commitment. Stray Dogs Center asks for a minimum two-week foster period and provides a starter pack, leash, and bedding if needed; the organization covers the animal's medical costs while it's in foster care. It's a lower-stakes way to find out whether a dog fits your routine before signing up for the years that follow.

Whichever route you choose, the shelters all want the same thing: a match that lasts. A short foster stint or an honest answer about your apartment's pet policy at the first meeting saves everyone, animal included, a difficult return a few months later.
