Nepali consular services in the UAE

How Nepali residents renew a passport, get a police certificate and prepare documents for use in the UAE.

Use this guide when a Nepali passport, police clearance certificate, attested document, or labor permit needs to move between Nepal and the UAE. It sorts the routing decision first: which office owns the request, which steps happen online, and what to carry to the Consulate General of Nepal in Dubai.

UAE immigration, Emirates ID, and employment matters stay with UAE authorities. Nepali passport, police clearance, and consular paperwork belong to the Consulate General of Nepal in Dubai, which serves Nepali citizens across the UAE. A document issued in Nepal that will be used in the UAE usually needs a separate attestation step through the UAE Ministry of Foreign Affairs before a UAE employer, bank, or government office will accept it.

Passport renewal: apply online first

Nepal moved to a new online passport system, and the Dubai consulate confirms it began processing applications under that system from 13 July 2026. The consulate's own notice says the new system will take time to stabilize, so build in extra buffer if your travel or visa renewal isn't urgent.

Start the application at the official online passport portal, then visit the consulate in person for biometric capture — the online form alone doesn't finish the process. During the stabilization period, the consulate is prioritizing lost or stolen passports, documents that are expired or expiring soon, urgent visa-renewal needs, and first passports for babies born in the UAE. If the online form won't load, the consulate lists a WhatsApp number (+971 50 394 9304) as a fallback contact.

Bring your current passport, a photocopy of your UAE visa page, your citizenship certificate, and a passport-size photo. A baby born in the UAE additionally needs a UAE Health Authority birth certificate attested by the UAE Ministry of Foreign Affairs, both parents' passport and visa copies, and the parents' marriage and citizenship certificates. The consulate's fee schedule (cash only) runs from 100 dirhams for a newborn's first passport up to 600 dirhams for a lost or damaged 66-page passport being replaced — check the current fee list before you go, since the figures can change. Processing has typically run about a month from submission to arrival at the consulate; a lost or damaged passport additionally needs a police report from wherever it went missing.

Police clearance certificate: two portals, not one office visit

A Nepali police clearance certificate (PCC) for a UAE job, visa, or immigration file doesn't come from the Dubai consulate directly. It starts on Nepal Police's own Online Police Clearance Registration System, where you register, complete the request, and upload supporting documents from wherever you are — including from the UAE.

A Nepal-issued PCC generally needs formal authentication before a UAE employer or government office will accept it. The Department of Consular Services runs a dedicated PCC attestation portal for this: submit your certificate's dispatch number and date of birth, pay the fee shown at that step, and the portal issues the authenticated certificate about one business day after payment is verified. From there, the document typically still needs the UAE-side attestation step described below before UAE authorities will treat it as valid locally — confirm the current requirement with the receiving office, since expectations vary by employer and by which government service is asking for it.

Document attestation: work backward from the receiving office

Before sending any certificate through a chain of stamps, ask the organization that will actually receive it what it wants. A UAE employer, school, bank, or court may have its own translation, age, or format requirements, and that checklist is usually more useful than a generic attestation advertisement.

For a Nepal-issued document headed for UAE use, the general pattern is: the document is issued or authenticated in Nepal, then it receives final attestation in the UAE through the UAE Ministry of Foreign Affairs attestation route. The Dubai consulate also handles related paperwork directly, including power of attorney, sponsorship declarations, and marriage-related consular letters — check its current service list before booking, since offered services and required documents can change.

Re-entry labor permit: renewing approval to come back

A migrant worker returning to a UAE job after their original labor approval has expired, or who is changing employers, needs a re-entry labor permit rather than a fresh first-time approval. The consulate processes this fully online through Nepal's Foreign Employment Information Management System, so it doesn't require an in-person visit on its own.

You'll need scanned copies of your previous labor approval certificate, your passport photo page, your current UAE visa or Emirates ID, a passport photo, and — if you're changing employers — your new employment contract. Most of your profile details carry over from your original registration; update anything that's changed through the portal's edit-profile option before submitting. The portal itself displays the current welfare fund, insurance, and social security contribution amounts (charged in Nepali rupees) at submission time, so check those live figures rather than an old screenshot.

Passport-service hours run 9:30 a.m. to 2:00 p.m., Monday to Friday, closed weekends and public holidays — visa-service hours differ, so check the specific service page. Be cautious with typing centers or agents who promise a guaranteed same-day appointment or a special "fast-track" fee — the consulate's own portals are free to use for submission, and only the attestation and government contribution steps carry set fees. Never hand over your original passport unless the official process requires it and you have a receipt. Save a screenshot or PDF of the current checklist, fee page, and appointment confirmation before you travel, since a consular page can change while an old search result or forum post stays the same.
