Use this guide when an Indian passport is close to expiry, full, damaged or no longer matches your personal details. The UAE part of the process is mainly about your legal status and the submission appointment; the passport decision belongs to the Consulate General of India. Check the official CGI Dubai pages before you pay or travel because document lists, fees and outsourced-service arrangements can change.

Check whether you need reissue

CGI Dubai’s general information says an applicant may apply for reissue when the passport has less than 12 months of validity left. Earlier reissue can also be appropriate when personal particulars, appearance or signature change, the passport is lost or damaged, or the pages are exhausted. A new passport is not an extra booklet added to the old one: an exhausted passport is handled as a reissue.

If the change is a name, date of birth, place of birth, address or parent detail, read the specific CGI category before you start. A routine renewal checklist may not be enough. For example, a name change can need a marriage certificate, public documents, newspaper notices or another prescribed form depending on the case.

The application route

The official CGI steps are straightforward but have several hand-offs:

  1. Register on the Passport Seva portal for Indian missions abroad and select the UAE route.
  2. Complete the passport reissue form carefully, upload or enter the requested details, and submit it online.
  3. Print the submitted application and any supplementary form or appointment confirmation required for your category.
  4. Book an Indian Consular Application Centre (ICAC) appointment through consularsevainuae.com.
  5. Attend with the original documents, copies, photographs and the prescribed fee.
  6. Track the application through the official tracking route and use the delivery or collection option selected at submission.

Since 22 July 2026, Al Hind Tours & Travels has handled outsourced services through 16 ICACs across the UAE. The Embassy’s notice replaces the old BLS submission route; routine services are no longer provided at the Embassy or Consulate premises. Check the official appointment portal for your category and centre before travelling.

Build the document folder

Start with the current passport, a clear copy of the bio page and any pages CGI asks you to copy. Add your valid UAE visa or Emirates ID evidence, recent photographs in the required format, the printed online application and proof for any change you are requesting. Keep one digital copy of the full file and the appointment receipt.

For a change of name or marital details, bring the certificate or declaration specified by CGI. For an address change, CGI distinguishes between evidence for an Indian address and the limited circumstances in which a UAE address may be reflected. Do not assume an Ejari or Emirates ID alone will satisfy the passport rule.

A lost or damaged passport is a different case. For loss, CGI lists a police report or FIR and the relevant declaration, as well as copies of the old passport and visa evidence where available. For damage, take the damaged passport itself and the requested declaration. If the UAE residence page is missing, the consulate may require entry and exit evidence with an accepted translation.

Fees, tracking and collection

Government fees are separate from Al Hind’s AED 19 service charge, which includes VAT, form filling, photographs, typing, domestic courier, printing and photocopies. Check the current official fee breakdown before paying; these included services should not be described as optional extras.

Keep the ICAC receipt and tracking reference until the passport is delivered or collected. Do not book non-refundable travel around a general processing estimate. If the application is held for clarification, respond through the official channel and do not hand your original passport to an unverified intermediary.

Compare every name and date in the application with the passport and supporting documents. Carry originals, copies and a secure digital backup.
