Dubai's consulate is new — confirm details before you go

The UAE's Ministry of Foreign Affairs confirmed in January 2026 that it had received the credentials of Zerihun Megersa Jima as Consul General of Ethiopia, covering Dubai and the Northern Emirates. That makes the mission young by diplomatic standards, and its own web presence hasn't fully caught up — a startup problem, not a paperwork one.

The consulate's Facebook page, Ethiopian Consulate in Dubai and Northern Emirates, is the closest thing to an official channel right now, with over 140,000 followers. Embassy directories list an Al Qusais address and weekday morning hours, but a directory listing isn't the same as a live confirmation. Call or message the consulate before turning up, since a mission this new can still be settling its counter hours and appointment system.

Abu Dhabi and Al Ain residents have a separate option: the Embassy of Ethiopia in Abu Dhabi handles the same range of consular work for the capital region.

Passport and Origin ID: start with Digital INVEA

Skip the counter for a first move. Ethiopia's Immigration and Citizenship Service built a diaspora app called Digital INVEA, and it covers the Middle East for passport applications. According to the developer's own project summary, the platform lets Ethiopians abroad apply for a new or renewed passport without visiting a local office in person, with the form itself taking about five minutes.

A passport renewal through the app asks for your existing passport, plus a police report if it was stolen. The same platform issues Origin ID cards — the identity document Ethiopia offers its diaspora — and a first-time Origin ID needs an authenticated birth certificate or an old Ethiopian passport, your current passport, and a photo. Renewing an existing Origin ID needs only the card itself; adding a spouse needs their Origin ID, your marriage certificate, and both passports.

Once an application clears, the developer says documents are delivered to a location you choose within about three weeks. No fee figures are published on the app's own site, so check the amount at checkout rather than trusting an old screenshot. The app has logged over 100,000 active users, which suggests the process is well used, if not always fast — build in buffer before you need the document for travel or a visa renewal.

Lost or stolen passport

Digital INVEA lists a laissez-passer — a one-trip emergency travel document — as a coming-soon service, not yet live at the time of writing. Until it ships, a lost or stolen passport routes through the Dubai consulate or the Abu Dhabi embassy directly, so report the loss to UAE police first and keep the police report for whichever office you contact next.

Because the mission is new, the exact walk-in process for an emergency document isn't published anywhere reliable yet. Confirm the current steps with the consulate directly — by phone or through its Facebook page — before booking a flight around a document that hasn't been issued.

Getting an Ethiopian document ready for UAE use

A birth certificate, marriage certificate, or academic record issued in Ethiopia usually needs formal attestation before a UAE bank, school, employer, or government office accepts it. The UAE Ministry of Foreign Affairs runs the receiving end of that chain: register for its attestation service, choose "Attestation through UAE Missions Abroad," and the ministry routes the request through the relevant UAE mission in your document's country of origin.

The Ministry says a UAE-issued document can go through a faster digital route, cleared within about two hours during business hours. A document that started life in Ethiopia doesn't qualify for that shortcut — it has to go through the missions-abroad route, which the Ministry puts at one to three business days once the application is in the queue, depending on the courier option chosen at payment.

Ask the UAE organization that will actually receive the document what it wants first. Requirements shift by employer, bank, or authority, and that checklist matters more than a generic attestation guide — this one included.
