Dubai tenants stuck in a rent-increase fight have a formal way to keep paying when a landlord will not take the money. The Rental Disputes Center (RDC) Offer and Deposit process lets you put the rent you are offering through an official channel while the wider tenancy dispute continues.
The problem is familiar. A landlord proposes a rise you believe sits above Dubai's rental rules. You want to keep paying the previous rent. The landlord refuses the payment. Holding the cash yourself can look like non-payment later. Gulf News reported on 23 September 2026 that Offer and Deposit is the RDC route built for that bind.
Dr Hassan Elhais, senior legal consultant at Amal Alrashedi Lawyers and Legal Consultants, told Gulf News that RDC calls the process Offer and Deposit. A judge can order a formal offer of rent, or in some cases property keys, to the landlord without deciding the rest of the tenancy dispute. Landlords keep their position on any unresolved claim while receiving what has been offered through the Center.
The Center's published frequently asked questions page is blunt on the same point. If a landlord refuses rental payment, the tenant must deposit the rent into the Center's treasury under the prescribed deposit-and-offer memorandum. Once a judge accepts the request, the tenant is treated as having paid from that acceptance date. The Center then notifies the landlord.
That is the practical win: a clean paper trail that you tried to pay. It is not a shortcut to win the increase fight. An Offer and Deposit application does not, by itself, prove a proposed rise is unlawful. It does not guarantee renewal on your preferred terms. Elhais warned that a pending dispute is not a rent holiday. Dubai tenancy rules still expect rent to be met as it falls due, including during eviction proceedings.
How to apply
You can apply online at rdc.gov.ae or through a Real Estate Services Trustee Centre. Create an RDC account, enter personal and Ejari details, and upload the motion with supporting papers.
Typical documents include your Emirates ID, the latest signed tenancy contract, a proposed renewal on the same terms where relevant, cheque copies, and correspondence showing the offer and refusal. Companies add the current trade licence and the named manager's Emirates ID. Papers must be in Arabic or carry a legal translation.
Elhais urged tenants to keep written proof of every payment attempt, including emails, messages, or notices, because an undocumented chat is hard to prove later. Private WhatsApp or email to the landlord does not replace the RDC's formal notification steps once an order is out.
Fees and timing
Gulf News listed the core fees as 50 dirhams for Offer and Deposit, plus a Dh10 Knowledge Fee and a Dh10 Innovation Fee. Applying through a Real Estate Services Trustee Centre adds about Dh130 plus VAT on the partner service fee.
A judge still has to approve the motion. Approval is not automatic. If the order is granted, follow it exactly and complete the deposit or key handover the order requires. Late payment or incomplete steps can still create exposure.
What happens to the money
When the motion succeeds, the rent sits with the RDC treasury for the landlord. It is the rent itself, not a security deposit and not an application fee. Keep the judge's order and proof of the completed deposit. The Center's published stance is that a compliant deposit counts as payment from the acceptance date for the rent covered.
If the wider dispute continues, either side can still pursue RDC conciliation or a full rental claim. Offer and Deposit buys you status as a paying tenant for that tranche. It does not close the file on the increase, the renewal, or eviction.
Practical takeaway
If your landlord will not accept the rent you are offering during a renewal or increase dispute, do not simply sit on the cash. Gather your Ejari contract, ID, proposed same-terms renewal if relevant, and written evidence of refusal. Apply for Offer and Deposit via rdc.gov.ae or a trustee centre, pay the small filing fees, and complete any deposit the judge orders. Keep paying on time for later periods the same way. Then pursue the actual increase or renewal claim through the RDC if you still need a ruling on the substance.
